Pertubuhan Kebajikan Semai Budi, also known for its acronym PERMAIBUDI, is a charity organization committed to conduct community service activities to benefit society in Malaysia and Cambodia.
PERMAIBUDI has been active in Cambodia especially in Kampung Chumnik, Krochmar province, Tabung Khmum, since 2009. At that time we were moving under the banner of Kolej MARA Seremban (KMS) and Kolej MARA Banting (KMB) as many of our members then were faculty members and students of the colleges.
Since September 2018, after the retirement of our chairman from KMS, we formally established ourselves as an independent NGO. We now continue our work in Cambodia and locally in Malaysia.
Kamarul Azlan, affectionately known as ‘Pak Lan’, is a retired Lecturer from Kolej MARA Seremban who mooted the idea of the Cambodia Project back in 2009 while he was still lecturing there.
Together with his close friend Loh Mei Lin from Kolej MARA Banting, they set out to create impactful change for the villagers of Kampung Chumnik.
Since 2009, he has overseen the developments of many different projects in the village and is a well-regarded figure in the region.

The late Ms Loh Mei Lin was a former lecturer of Kolej Mara Banting. Together with Mr Kamarul Azlan, they initiated an international charity programme in Cambodia involving students from their colleges.
The initial programme was to conduct activities and projects for the betterment of Kampung Chumnik in Cambodia, which in turn became the foundation for PermaiBudi.
As a compassionate educator, her dedication and passion towards education fueled her efforts in the establishment of Fickry High School as it was her shared dream to ensure that the children would receive a a holistic and quality education.
In honour of her immense contribution to the community, the Cambodian government bestowed upon her a medal in 2014 though she was not healthy enough to travel to receive it.
Sadly she passed away in April 2015, not long after the school was officially opened. She is a legend in the village and will always be remembered by the thousands of lives she touched there.
As a tribute to all her hard work and contributions to the kampung, Asrama Mei Lin (Mei Lin Dormitory) was built in her memory. The dorm now houses 40 students.
